Human Resources Specialist

Essential Functions

Recruitment and Selection:

  • Partners with hiring managers to identify staffing needs and to develop effective recruitment strategies
  • Assists in drafting and updating job descriptions to align with organizational needs and compliance requirements
  • Posts and advertises for open positions and refreshes current job openings and advertising
    • Writes effective job advertisements, using various tools including but not limited to the Predictive Index
    • Identifies candidates using a variety of sources
    • Identifies, develops, and maintains cost effective sourcing tools and strategies for current and future workforce needs
    • Works within an established budget, tracking expenditures and forecasting needs
    • Builds and maintains a diverse slate of candidates, using social media, networking, educational institutions, community resources, professional associations, and external staffing agencies
  • Conducts initial phone screens, as needed
  • Schedules interviews, as needed, and conducts interview debriefs with hiring teams
  • Assists with preparing offer letters and extends job offers, as needed
  • Conducts background screening, drug screening, and reference check processes and follow up
  • Coordinates drug screening and background screening with external vendors and HR Administrator
  • Attends career fairs, job fairs, and other outside community and recruiting opportunities
  • Recommends and develops training tools, as needed, to enhance Hiring Managers' effectiveness in selection
  • Understands and applies employment laws related to recruiting and hiring

In conjunction with the Director of Human Resources and HR team:

  • Oversees new employee orientation and related programs
  • Conducts periodic new employee check-ins (i.e., stay interviews)
  • Conducts exit interviews and compiles data to identify trends and recommend improvements
  • Assists with employee relations, including but not limited to, performance coaching, discipline, investigations, and terminations

Human Resources operations, compliance, and administrative tasks:

  • Maintains HR records, reports, and files in compliance with federal, state, and DCCCA requirements
  • Supports HR policies and procedures to ensure compliance with applicable employment laws and best practices
  • Provides HR administrative support, including preparing letters, reports, and employee communications
  • In conjunction with the HR Manager, oversees writing, maintaining, and publishing job descriptions
  • Responds to emails and phone calls coming into the HR Department email, including verifications of employment
  • Oversees the Learning Management System, including maintaining training documentation and running compliance reports
  • Responds to unemployment benefit claims as needed
  • Assists with workers compensation incident reporting and follow up
  • Maintains a general understanding of all employee benefits. Answers questions from employees and applicants or refers to appropriate HR representative if additional assistance is needed
  • Maintains records in the HRIS, including employee files, certifications, and licenses
  • Assists with supporting a drug-free workplace, including assisting with facilitation of random, quarterly drug screening
  • Engages in agency strategic change teams and participates in training opportunities, as determined in conjunction with Director of HR
  • Takes initiative for added responsibilities and projects that will benefit the department and agency
  • Develops and maintains positive and effective interpersonal relationships between other members of the HR team, managers, and employees, at all levels of the agency

Education, Experience, and Licensure

  • Bachelor's degree in human resources, Business Administration, or related field preferred; equivalent work experience considered
  • 2-4 years of HR experience, with emphasis on recruitment and onboarding preferred
  • Knowledge of HR practices, employment law, and compliance standards
  • Strong interpersonal and communication skills; ability to build trust and rapport with employees and managers
  • Excellent organizational skills with attention to detail and ability to manage multiple priorities
  • Proficiency with HRIS systems, applicant tracking systems, and Microsoft Office Suite
  • Must possess a valid state Driver's License, in force automobile liability insurance, and maintain a Motor Vehicle Record (MVR) that meets organization's insurability standard as defined by DCCCA policy. Availability of reliable transportation is required for this position

  • Requires the ability to efficiently operate office equipment such as:
    • Computerized e-mail systems
  • Calculators, copiers, fax machines
  • Telephones and voicemail systems
  • Effective listening, oral, and written communication skills, including face-to-face, on-site, in person discussions. Exercises appropriate use of positive language.
  • Regular and predictable on-site attendance.
  • Proficiency with computers and Microsoft suite of products including Microsoft Word, Outlook, Excel, and PowerPoint.

Travel

This position requires travel, which may include driving personal or company-owned vehicles. It may also include driving with other passengers in the vehicle, and/or driving as a passenger with other drivers. Note: Even with a valid driver's license, certain motor vehicle infractions may render individual's ineligible to drive company-owned or personal vehicles for company business. Such infractions may also disqualify employees from continued employment with DCCCA, Inc. This position is considered to be a safety-sensitive position.
